Peter Rule

Executive Manager, Office of the Chief Executive & Acting Town Clerk
Brisbane City Council

Peter Rule took up duty in the position of Executive Manager, Office of the Chief Executive and Acting Town Clerk on 26 May 2009 and was confirmed in that role on 2 November 2009.

He joined Council as Manager, Lord Mayor’s Administration Office in 2004. Prior to this Peter had a significant career in Queensland Government in the fields of Child and Family Welfare and Juvenile Justice. In 1985 he made a career change into HRM and served in HR roles in the Queensland Public Service Board, Department of Mines and Energy and as General Manager, Human Resources, Department of Corrective Services. Subsequent key executive appointments in Corrective Services include Executive Director, Corporate Services (responsible for HR, Finance, IM, Asset Management, Strategic Planning and Performance Management and Reporting and Facilities Management); Executive Director, Contracts and Administration, Executive Director, Offender Management, A/Deputy Director General (responsible for correctional operations both institutional and community based) and as A/Director General for two significant periods of time.

Peter brings to his current role a sound experience in executive leadership, corporate governance, project management, management of an executive service and in the provision of executive support to elected officials.

He holds a Bachelor of Social Work (UQ) 1977 and Master of Administration (Griffith) 1994 and is a Fellow of the Australian Institute of Management (QLD Branch).

Parallel to his civilian career Peter served for 33 years in the Australian Army Reserve and retired from Reserve service in 1999 as a Brigadier. For his service to the Australian Defence Force he was made a Member of the Order of Australia (AM) in 1989.

Peter is a Trustee of Lord Mayor’s Community Trust, the Chairman, Macarthur Museum Foundation, and a Member of the Queensland Commemorative Events and Celebrations Committee.

Tim Biggs

Managing Partner

Tim is currently a Managing Partner for Deloitte in Queensland, a position he has held since 2004. Tim commenced his career with Deloitte as a graduate, also working overseas and in Adelaide. Tim is a Fellow of the Institue of Chartered Accountants in Australia, a Member of the Australian Institue of Company Directors and is a Registered Company Auditor.

Tim was recently elected President of the Parents & Friends Association of Clayfeild College, and whilst in Adelaide Tim was on the board of the Asthma Foundation of South Australia, the Board of Governeors of Sain Peter's Collegiate Girls' School and the events Subcommittee of the south Australian Rugby Union.

Cr Fiona King

Councillor for Marchant Ward
Brisbane City Council

Councillor Fiona King was elected to Brisbane City Council in 2008 to represent the Ward of Marchant. In addition to representing the ward, Fiona is the Deputy Chair of Family and Community Services and a member of the Public and Active Transport Committee. As a member of the Lord Mayor's team, Fiona is working toward tackling traffic congestion. She understands the problems that rat running causes and the consequent financial cost to time and finances for families and business.

Prior to being elected to Council, Fiona’s career was focused on customer service, as a real estate salesperson and working in five star hotels. Fiona and her staff are delivering the same attentive and professional approach to serving the people of Marchant. Fiona is actively involved in the local community and is working hard to improve local roads, parks and infrastructure. She values consultation with residents and community groups and the responsible use of ratepayer resources.

Andrew Crook

Andrew Crook has more than 15 years’ experience in conceiving, developing and implementing media strategies for a variety of clients across many industry sectors. He is responsible for the strategic management of all our clients. His extensive contacts throughout the national media have helped to establish Crook Publicity as one of the most respected public relations firms in Australia. Andrew Crook was appointed a Trustee in 2007.

Trisha is a director of Yellow Cabs Qld. For a number of years, she was on the Queensland selection panel for the “Miss Australia Awards”. Also she was a contributor to the set up of the well known “Boardroom Blitz”, another fundraising event for the Cerebral Palsy League of Qld.

She retired from her position as Owner-Manager of the Logan Depot of Yellow Cab at the end of 1999 after 20 years. This has allowed her time to assist in other areas of her family’s businesses, plus have time to involve herself in charitable causes. In her working career and since, she has successfully organized functions both for work, recreation and charity, meeting many generous like-minded people who share a common interest in the welfare of those less fortunate.

John Lazarou

Public Relations guru, networking magnate & persistent doer

John Lazarou is well known throughout Brisbane as a public figure with a passion for publicity and public relations. This flair has helped to establish The Coffee Club brand as we know it today.

While Lazarou's trade is hairdressing, he has worked most of his life in retail hospitality, including some of Brisbane's best known Restaurants. In 1991, Lazarou operated The Coffee Club at Brookside Shopping Centre under a franchise agreement and later that year was invited to become a Director of The Coffee Club Group.

Lazarou is currently involved in day to day leadership of The Coffee Club as a Director, with a special interest in the marketing of the business. Lazarou provides valuable publicity & public relations work for the Group, a talent that the 'Emmanuel's' openly brought to the business. Lazarou is often found moving about the media and entertainment circuit, enjoying the relationships that his friendly and engaging personality has brought him.

Sarina Russo is the Founder and Managing Director of the Sarina Russo Group.  The Group includes Sarina Russo Schools Australia, Sarina Russo Job Access, Russo Recruitment, Russo Higher Education and Sarina Investments.  Recognised as one of the 40 Leading Women Entrepreneurs of the World in 2002, Sarina is also a graduate of the Harvard Business School, a recipient of the Centenary Medal in 2003 for distinguished service to education and co-author of a motivational business text "Meet Me at the Top!".

Sarina is a member of the following boards including the Queensland Premier's Business Advisory Board, Tourism Queensland, Council for Multicultural Australia, Queensland Education and Training Export Board, Women's Leadership Board of the John F Kennedy School of Government and is chairperson of the Jupiters Casino Community Benefit Fund.

Ian Walker

Ian Walker is a partner with Australia's largest international law firm - Norton Rose. As Australian leader of the firm's government practice, he is responsible for the delivery of high-quality, timely and effective legal advice to governments at Commonwealth, state and local levels. He has served as managing partner of the firm's Brisbane office, been a member of the national board and has led the national business unit.

Ian practised broadly for many years in the property development and town planning sectors. In 2008, his contribution to the property industry was recognised when he was made a Life Member of the Urban Development Institute of Australia (Qld). Ian conducts Queensland’s pre-eminent practice relating to heritage buildings and their development, and he now practices exclusively in this area.

Ian is also Chair of the Australian Anglican Church Law Commission, Chairman of Committees of the Anglican Diocese of Brisbane, and Chair of the Board of Queensland's chamber orchestra - Camerata of St John’s Inc.

Heidi Monsour

Heidi is currently the Business Director for Clemenger BBDO. From 2003 she ran her own marketing consultancy 'Monster Marketing' for two years, and before that worked in marketing for Flight Centre Limited. She has always had a passion for specializing in corporate marketing, including research, statistical analysis, events and communication strategies. Heidi also holds previous experience in working for not-for-profit organisations such as the Australian Paralympic Committee and volunteer work for Edmund Rice Camps and the Royal Children's Hospital.
